§ Mr. ButlerThere are difficulties in the way of employing townsmen, unused to work on the land, for short spells of seasonal agricultural work. The Employment Exchanges, however, take and will continue to take all practicable steps to bring to the notice of suitable persons, in urban and other areas, vacancies notified for agricultural employment in districts where sufficient workers are not available locally.
