asked the Financial Secretary to the Treasury why, having regard to the fact that many comparable State servants are established, the overwhelming majority of Government messengers are not established although permanently employed; and whether, pending any such extension of establishment rights to Government messengers, he will consider increasing the existing proportion of established to unestablished messengers?
