Friend the Secretary of State for Scotland and I contemplate that the Committee shall consist of three representatives of the London County Council, four representatives of the County Councils' Association, four representatives of the Association of Municipal Corporations, four representatives of Scottish Local Government Associations, two representatives of Justices, one representative each of the Home Office and the Scottish Office, and two or three representatives of the general public, together with an independent Chairman appointed jointly by my right hon. Friend and myself. The necessary steps for the selection of these representatives will be taken forthwith.
