asked the Chancellor of the Exchequer whether he will consider preparing a new plan for the settlement of the American Debt whereby the United States Government is prepared to forego all interest charges and treat all payments so far made as repayment of capital?

Is there any truth in the statement that an offer is being considered by the American Government precisely on these lines?

I think it is a mistake to attach too much importance to that sort of rumour.
