§ Captain HopeThe answer to the first part of the question is in the affirmative. As explained in the reply sent to the Association by my right hon. Friend on 4th June, of which a copy is being communicated to the hon. Member, it is not possible to indicate a prospect of legislation providing that local rates should be levied on income instead of upon lands and heritages.
