I beg to move, "That the Bill be now read a Second time."

The Bill is based on the Financial Resolution which was passed in December, and it is intended to continue until the second appointed day the relief to local authori- ties which is necessary as a result of the postponement of that appointed day. The result of the arrangement is that on balance the local authorities gain some £600,000 over their actual expenditure but one or two local authorities will lose and the Bill provides that when the losses have been ascertained the Minister shall devise with the associations of local authorities a scheme which will reimburse the losers by means of a levy upon the gainers. I do not think I need go into the matter in detail at this stage as the Minister explained it very fully on the Financial Resolution.
