23. Mr. Crowder

asked the Minister of Agriculture whether, with a view to relieving traffic congestion in Central London, he will take steps to encourage the provision of underground garages beneath all Crown property in this part of London, both by insisting on their provision in the case of new buildings being erected on Crown land and by providing some inducement to owners of existing buildings to construct such garages?
