§ Viscount CranborneAs regards the first part of the question, I have nothing to add to the very full statement on the subject made in the course of yesterday's Debate by my right hon. Friend. As regards the second part, four fatal casualties to British civilians have been reported to His Majesty's Government since the outbreak of the civil war. In those cases in which His Majesty's Government are satisfied that a claim rests against the Spanish Government, the necessary action has been taken.

§ Viscount CranborneMy right hon. Friend has received various reports of movements of volunteers and military personnel from European countries to Spain during the last six weeks. In a matter of this importance it would, however, obviously be necessary to ensure the absolute accuracy of any figures given. This is, unfortunately, not possible on the evidence available.
§ Mr. ManderWould 70,000 be a fair estimate of the foreigners now fighting in Spain?
§ Viscount CranborneI would not like to give to the House any estimate that is not accurate.
