Resolution reported, That, for the purposes of any Act of the present Session to amend Part VI of the Local Government Act, 1929, and to repeal Section forty-five of the Unemployment Assistance Act, 1934, and the proviso to paragraph (c) of Sub-section (2) of Section nine of the Rating and Valuation Act, 1925, it is expedient to authorise any increase in the sums payable out of moneys provided by Parliament under the said Act of 1929 (hereinafter referred to as ' the principal Act ') which may occur by reason—

  1. (a) of any amendment of the rules for determining weighted population;
  2. (b) of the calculation of Additional Exchequer Grants to counties and county boroughs upon the basis of the weighted population for the first fixed grant period being determined in accordance with such amended rules as aforesaid, and the weighted population for the fixed grant period in respect of which the grants fall to be calculated being increased by a figure equal to two and one-half per cent. of the weighted population for the first fixed grant period:
  3. (c) of any order made by the Minister of Health with the consent of the Treasury directing, in the case of any district of which the council satisfies the Minister that 2344 special hardship or difficulty would be occasioned by the reduction required by paragraph (b) of Sub-section (1) of Section ninety-four of the principal Act to be made in the sums to be added to the General Exchequer Grant of the council, that the reduction shall be remitted to the extent of one-half."
