7. Mr. Marcus Samuel

asked the Secretary of State for Foreign Affairs whether, now that the draft proposals of a new Soviet Constitution guaranteeing the right to hold political demonstrations, freedom of speech, and security from arbitrary arrest have been ratified, he will inquire whether British nationals desirous of lecturing or speaking in the Union of Soviet Socialist Republics upon the respective advantages of different systems of government and forms of industrial organisation will be permitted to do so and to enter and leave the country without restriction?

I am aware of the provisions of the new Soviet Constitution to which my hon. Friend refers; but I would point out that these relate only to Soviet citizens. I do not think that any useful purpose would be served by addressing an inquiry to the Soviet Government on the lines suggested.
