64. Lieut. - Colonel Moore - Brabazon

asked the Minister of Transport whether he will make a regulation under the powers conferred on him by the London Traffic Act, 1924, Third Schedule, Section 20, instructing the Chelsea Borough Council to remove the barrier erected on the embankment in Cheyne Walk, as an object likely to hinder the free circulation of traffic in that street?

I am advised that the removal of the structure referred to cannot be effected by a regulation under Section 20 of the Third Schedule to the London Traffic Act, 1924.

Can my right hon. Friend say by whom he is advised in this matter?

Mr. Hore-Belisha

I am advised by the appropriate Government legal authority. The matter is not free from complications, but the advice I have received is quite decisive. I will tell my hon. and gallant Friend, if he desires, the reasons on which that advice was based.

Is the right hon. Gentleman aware that the erection of the barrier has meant a very great reduction in road accidents at that point?
