§ Mr. ElliotI hope to lay before the House in about a fortnight's time a White Paper dealing with the statutory inquiry into the working of the block grant formula in Scotland, and outlining the Government's proposals relating to the amount and distribution of the Scottish grant during the fixed grant period beginning on 16th May next. A separate Scottish Bill for giving effect to these proposals will be introduced at the same time.
