asked the Secretary of State for Foreign Affairs whether the German Government have notified His Majesty's Government that the Franco-Soviet pact prevents them from concluding the 25 years' non-aggression pact or security pact between France and Belgium on the one hand and Germany on the other, as proposed by the German Government in March, 1936?

In the course of the diplomatic exchange of views in preparation for a Five-Power Conference to negotiate a new Western Agreement, which is still in progress, the German Government have on no occasion informed His Majesty's Government that they are unable, for whatever reason, to agree to the conclusion of such an agreement.

Has the German Government, in fact, notified any other reason?
