asked the Secretary of State for Foreign Affairs whether the northern and southern provinces of China are at present under the effective control of the central government; and have there been any recent changes in the control of the same?

I would refer the hon. Member to the replies given to the hon. Member for Wolverhampton, East (Mr. Mander) on 29th October to my hon. Friend the Member for Bury (Mr. Chorlton) on 23rd November and to the hon. Member for Wentworth (Mr. Paling) on 19th January. I have at present nothing to add to these statements.

Can the Noble Lord say whether the question of extra-territoriality extends to these Provinces?
