41. Mr. Creech Jones

asked the Home Secretary whether his attention has been drawn to the restoration of a driving licence by the magistrate of the South-Western police court to a press photographer, who had been caught eight times speeding for the purpose of getting pictures to newspaper offices; whether he is aware that the person concerned had been ordered to ignore the speed limit by his employers, and that many riders have lost their licences as a result of such orders; and whether proceedings will be instituted against employers who order their employés, under threat of dismissal, to break the law?

This case had not previously come to my right hon. Friend's notice, but he finds on inquiry that the disqualification resulted from a conviction of dangerous driving and that there was not sufficient evidence on which proceedings could be founded against other persons for aiding and abetting. It is not for my right hon. Friend to decide whether proceedings are to be taken in a particular case, but he is informed by the Commissioner of Police that the question would certainly be considered if evidence against an employer were available.
