HC Deb 22 December 1937 vol 330 c1975
75. Major Whiteley

asked the Minister of Transport whether, in view of the fact that the non-motoring public is not necessarily familiar with the Highway Code, he will, in the interests of safety, take special steps to encourage pedestrians to walk to the left of the pavement and to the right of the road, so as to face oncoming traffic?

Mr. Burgin

It is as important for pedestrians as for motorists to be familiar with the Highway Code, and copies of it were sent to every householder in the country. I think that there are other points in the Code which need emphasising no less than the one to which my hon. and gallant Friend refers.
