Friend's attention has been drawn to one or two individual cases where proposals have been submitted after orders have become operative. The question was considered by the Central Housing Advisory Committee who did not recommend any alteration in the law, and my hon. Friend will, I think, appreciate the difficulties involved by a proposal to give a local authority discretion to vary an order when it has once been confirmed.
