49. Mr. Liddell

asked the Chancellor of the Exchequer whether he is aware that the recent adjustment of quotations has disclosed heavy speculation in commodities with no economic justification; and whether he will therefore consider a higher Stamp Duty on transactions in base metals, rubber and other commodities unless covered by documentary declaration that they are bought for immediate manufacture, so that rearmament costs may not be increased by speculation facilitated by cheap money?

I have considered my hon. Friend's suggestion, but I am afraid that it is not a practicable one for the purpose he has in view.
