asked the President of the Board of Trade whether he will give particulars of any products of convict labour, produced either in a foreign prison or other penal establishment, that have been refused admission to this country during the previous five years; and will he consider, if consistent with our present existing treaty obligations, introducing legislation to extend this prohibition to all goods produced by forced labour?

Mr. Runciman

Goods produced in a foreign prison or other penal institution are prohibited by law from entering this country; there is no record of any attempt to import such goods during the last five years. The answer to the last part of the question is in the negative.

Mr. Day

Are there not regulations which permit the right hon. Gentleman to give his permission?

Mr. Runciman

I have said in my answer that they are prohibited by law from entering this country.
