HC Deb 26 April 1937 vol 323 c17
29. Mr. V. Adams

asked the Secretary of State for Foreign Affairs what body determines whether a referendum is to be taken on the question of holding an election in the city of Danzig?

Viscount Cranborne

Article 9 of the Danzig Constitution states that the Popular Assembly may be dissolved before the end of its term of office (a) by its own decision, (b) by a referendum. It is not specifically stated in this article that the holding of a referendum is to be decided upon by the Popular Assembly, but it is definitely laid down that a referendum may also be held on the demand of the Senate. Any question arising out of the application of this article would be a matter for judicial interpretation.

Mr. Adams

Is there no external body by whom a referendum can be commanded?

Viscount Cranborne

These are the only circumstances in the constitution.

Mr. Adams

How can that be satisfactory, as the Nazi Government in Danzig are hardly likely to decree their own death?

Viscount Cranborne

It may not he entirely satisfactory, but that is the constitution.
