71. Mr. Mander

asked the Secretary of State for Foreign Affairs whether the Belgian Government still adheres to the interpretation of Article 16 of the Covenant of the League of Nations in Annex F to the Treaty of Locarno; and whether he will give an assurance that in any changes contemplated in the status of Belgium her League obligations, as thus defined, will be in no way affected?

As regards the first part of the question, I would refer the hon. Member to the reply given to him on 15th March. As regards the second part, I would observe that, so long as Belgium is a member of the League, she remains bound by the obligations of the Covenant. Such obligations cannot be modified either by her own action or by any agreement that we may make with her.

Will this matter be dealt with by the Secretary of State in the statement that he proposes to make in the next few days?
