asked the Home Secretary whether he is aware that work on air-raid precautions is being held up because local authorities are refusing to incur the necessary expenditure until the Government have made public its decision as to how the costs of this work are to be met; whether he is now in a position to make a statement; and, if not, when he anticipates an announcement will be made?
