§ Major TRYONThe cost of handling inland letter mails may be apportioned roughly as follows: 53 per cent. collection, sorting and delivery, 7 per cent. conveyance, and 40 per cent. overhead expenses, that is, administration, supervision, accommodation, leave and pension liability.
