§ Mr. RUNCIMANAccording to the returns published by Lloyd's Register of Shipping, oil tankers represented about 22 per cent. of the gross tonnage of mercantile vessels under construction in Great Britain and Ireland at the end of September, 1936. I regret that no accurate information is available as to the amount of labour involved.
