asked the Minister of Health, whether he is satisfied that inoculation against diphtheria is such a proved success as to warrant advising compulsory use?

I am satisfied that artificial immunisation against diphtheria is based on sound scientific principles and has proved of value, but I should not be prepared to advise that its use should be made compulsory.
