An arrangement of the nature suggested would be contrary to the Superannuation Acts and would, moreover, clearly be against the interests of the State. The Royal Commission on the Civil Service which reported in 1931 recommended no change in the provisions of the Superannuation Acts which govern this matter—see Chapter XVI of their report, Command Paper No. 3909.
