asked the Secretary of State for the Colonies whether, when he submitted the model ordinance for workmen's compensation in East Africa to bodies in this country which are interested in African affairs, he also submitted it to the International Labour Office; whether he has instructed the Governors of the respective dependencies to consult any persons or organisations representing the native workers; and, if not, whether he will take steps to do so now?

The answer to the first part of the question is in the negative. As regards the second part, the Colonial Governments concerned have already been instructed to ensure full consideration of the model ordinance in Legislative Council, and no ordinance will come into force until I have had the opportunity of considering any amendments which are suggested. I shall also ask the Governors to take any steps which may be possible to obtain the views of native workers on the proposals.
