asked the Chancellor of the Exchequer whether any recent attempts has been made to secure any payment by the United States of America or the Southern States of North and South Carolina and Georgia of the debts incurred during the course of the American Civil War to this country?

Will the Chancellor of the Exchequer consider proposing to the United States that these debts should be formally cancelled in return for cancellation of part of the British debt to America?
