§ Viscount CRANBORNEDiscussions on this subject are at present proceeding between the signatories of the London Naval Treaty of 1930. It is hoped that, as a result, His Majesty's Government in the United Kingdom will be authorised by those signatories to invite all Powers not signatories of that Treaty to accept the rules relating to the action of submarines set out in Part IV of the Treaty as established rules of international law.
