An investigation of various methods of levying a Customs duty upon imported malting and distilling barley—which is what I assume the hon. Baronet has in mind—was made in 1923 by a Treasury Committee whose report is to be found in Command Paper 2996. As my hon. Friend will be aware, the question of a duty on malting and distilling barley is raised again by an application which is now under examination by the Import Duties Advisory Committee, and pending the conclusion of this inquiry I do not think it would be desirable for me to make any statement.
