asked the Minister of Labour whether he will now state the policy of the Government in regard to the establishment of new industries in the Special Areas and the discouragement of their continued concentration elsewhere, as no definite recommendations were made in either of the reports of the Commissioners?

Mr. E. BROWN

I am unable to agree that the reports of the Commissioners for Special Areas make no definite recommendations with regard to the encouragement of new industries in these areas. The suggestion that the establishment of new industries in other areas should be actively discouraged or even prevented was debated in the House on the 11th March. At present I have nothing to add to what has already been said on behalf of His Majesty's Government in answer to questions or in debate on both aspects of this problem.

Can the right hon. Gentleman say what the Government's policy really is as far as these depressed areas are concerned?

Mr. BROWN

The Government propose to encourage this movement by example and by influence.
