asked the Chancellor of the Exchequer whether, in considering the proposals to be embodied in the forthcoming Budget, he will bear in mind that the lowest class of Income Tax payers have not so far been relieved of the extra burdens placed upon them by the changes in taxation introduced in 1931?

I cannot anticipate my Budget statement, but I would remind the hon. Member that the Income Tax relief given in last year's Budget was so devised as to accrue mainly to taxpayers of small income.
