asked the Secretary for Mines whether, with a view to increasing the sense of responsibility and status of young workers in the coal mines, and thereby contributing to the general safety, he will instruct his officials, in giving evidence before the Royal Commission upon Safety in Coal Mines, to bring before them the urgent need of the establishment of a national system of apprenticeship for young mineworkers, and the recognition thereby of this industry amongst the skilled crafts of the country?

The answer is in the negative. My hon. and gallant Friend does not think such action could appropriately be taken by officials of his Department.
