asked the President of the Board of Trade whether he will give careful consideration to the question of maintaining sufficient tonnage of merchant shipping always available in this country to meet any defence emergency that may arise, and take any steps that may be necessary to prevent the sale of effective vessels for possible use as transports by foreign countries?

This question is kept under constant review by the Departments concerned. So far it has not been found necessary to prevent the sale of vessels to foreign countries.
