Mr. CREECH JONESasked the Minister of Transport whether, in drafting regulations on the subject of headlights, he will, with a view to lessening the possibility of accidents, give consideration to the pedestrian; whether he will note that the pedestrian usually gets 424 no relief from the continual glare of head-lights; and wit he draw the attention of motorists to the advisability of dimming and dipping lights when approaching pedestrians?
§ Mr. HORE-BELISHAThe proper course of conduct in this matter is so much to be determined by circumstances that I do not think it would be advisable in the interests of safety to go further than paragraph 2 of the Highway Code, which enjoins care and courtesy upon all users of the road.
§ Mr. THORNEHas the right hon. Gentleman ever met any of these vehicles with powerful headlights late at night; if so, what does he think about them?
