40. Mr. CREECH JONES

asked the Minister of Transport whether, in drafting regulations on the subject of headlights, he will, with a view to lessening the possibility of accidents, give consideration to the pedestrian; whether he will note that the pedestrian usually gets no relief from the continual glare of head-lights; and wit he draw the attention of motorists to the advisability of dimming and dipping lights when approaching pedestrians?

The proper course of conduct in this matter is so much to be determined by circumstances that I do not think it would be advisable in the interests of safety to go further than paragraph 2 of the Highway Code, which enjoins care and courtesy upon all users of the road.

Mr. THORNE

Has the right hon. Gentleman ever met any of these vehicles with powerful headlights late at night; if so, what does he think about them?
