asked the Secretary of State for the Colonies whether he is prepared to adopt, with regard to Orders in Council covering major policy affecting the Colonies, that provision of the India Act, 1935, which stipulates that every draft Order under that Act must be laid before Parliament?

Orders in Council affecting the Colonies made under the provisions of any Statute are laid before Parliament in draft form if the Statute provides that they should be so laid. But I am unable to adopt that procedure in the case of Orders made in virtue of His Majesty's prerogative.

Will these Orders be laid on the Table of the House and, if so, will they be discussed?

If they come under the provisions of the Statute, yes, not otherwise.
