asked the President of the Board of Education whether he is aware that certain schools in the County of Derby are prevented from availing themselves of the milk provision owing to the refusal of head teachers to arrange for supplies; and what steps the local authority should take with his approval in such cases, with a view to realising the recommendations of Circular 1443?

Mr. STANLEY

I have no information that head teachers in Derbyshire have refused to arrange for supplies of milk on payment under the milk-in-schools scheme, and I should of course regret any such refusal. The scheme, however, is a voluntary one, and requires for its efficient working the whole-hearted co-operation of all parties concerned. As regards the second part of the question, the Derbyshire local education authority exercises its powers under Section 84 of the Education Act, 1921, to supply free milk to under-nourished children, in accordance with the recommendations of Circular 1443. This has no connection with the voluntary arrangements referred to above.

Is not one of the reasons for wishing to supply milk that the milk supplied is pasteurised milk, which is devitalised milk, and its condition is disguised under the name of pasteurised milk?
