asked the Financial Secretary to the Treasury whether the question of promotion of ex-service S-class clerks to the clerical classes of the Civil Service was considered in relation to paragraph 14 of the agreement of 28th May, 1936, which deals with the introduction of the new class of female grade 1 clerical assistants; and will he give an undertaking that the previous arrangements for the promotion of ex-service men will hold good for the future, and that the new agreement will in no way restrict their promotion or cancel any promotions which would otherwise have been authorised, and that the promotion prospects of ex-service post-War entrants to the general clerical class to higher clerical grade posts, will in no way be prejudiced?

It was agreed when the special class was constituted that members thereof should be eligible on their merits for promotion to the general or departmental clerical classes and my hon. and gallant Friend may rest assured that this arrangement will be in no way prejudiced by the agreement to which he refers. The position in the matter of selection for promotion from the clerical to the higher clerical grade is unaffected by the agreement in question.
