On a point of Order. When I put down a question on a matter of Cabinet policy, have I to address it to the Prime Minister or must it be put down to the head of the Department?


My answer was that no point of Order arose. The hon. Lady asked me a question, which I have answered dozens of times, that any Minister to whom a question is put can delegate it to another Minister to answer, if that is more suitable.
