asked the Secretary of State for Dominion Affairs whether His Majesty's Government in the United Kingdom still regard legislation affecting the native franchise in South Africa as a matter on which they are prepared to exercise the power of disallowance belonging to the Crown?

Mr. MacDONALD

No, Sir. The power of disallowance no longer exists in relation to legislation of the Parliament of the Union of South Africa.

Mr. LENNOX-BOYD

Does not this justify the Government in being particularly careful before any promise to transfer South African Protectorates is made?
