§ Lieut.-Colonel MUIRHEADI understand that the decision as to the recovery of advances of this kind 365 depends on the circumstances of the particular case. It is a matter within the board's discretion and not subject to my right hon. Friend's approval. If the applicant is dissatisfied with the decision, he has the usual right of appeal to an appeal tribunal.
