§ Mr. W. S. MORRISONI am sending my hon. and gallant Friend a copy of the report of the committee, which contains a list of the members. To a large extent the recommendations of the committee are in operation. On certain questions, however, the committee recommended that discussions should take place on Departmental Whitley Councils. These discussions are not yet in all cases completed.
