I beg to move, That the Special Report of the Committee on Public Petitions be now considered. The Motion, which stands in my name and the names of three other hon. Members of the Petitions Committee, has reference to the Petition presented by Mr. Sitarama Aiyer. On examining it we found that it contained grave charges against the Government of Madras and judges of the High Court. It is the custom of the House, as hon. Members will see if they refer to Erskine May, Chapter 22, not to receive petitions which contain imputations against His Majesty's judges. We considered that that course of action should be followed in the case of His Majesty's judges in India, and therefore we have put this Motion on the Order Paper.
