asked the Minister of Health what steps he proposes to take in order to prevent the pollution of rivers and streams by the effluent from factories which are not in a sewerage system?

Under the River Pollution Prevention Act, 1876, the pollution of rivers and streams by effluents from factories is already an offence in respect of which proceedings may be taken by the sanitary authority or the county council.
