asked the Minister of Health whether the Government propose to introduce legislation to extend the benefits of national health insurance to young persons on leaving school, in order to close the existing gap between that age and the age of 16?

As I stated in the House on 10th December, I hope to introduce legislation at the earliest convenient opportunity to cover the gap in the provision for the medical supervision of boys and girls between the school-leaving age and the age of entry into full insurance under the National Health Insurance Scheme.

Can my right hon. Friend say what he means by "convenient opportunity"?

Is entry into insurance to be on a contributory basis and, if so, at what rate?
