§ The PRIME MINISTERThe answer to the first part of the question is that in this, as in other matters, individual Ministers must be judges of their own conduct. If they are in any doubt, they are always able to consult the Prime Minister of the day or their colleagues. In reply to the second part of the question, I can only say that each case must obviously be decided on its merits.
