asked the Secretary of State for Scotland whether he has received the report of the committee of investigation for Scotland on the complaint made by the Association of Certified and Grade A (T.T.) Milk Producers regarding the position of the producers of Grade A (T.T.) milk under the Scottish milk marketing scheme; and, if so, what are the committee's findings and what action does he propose to take in the matter?

The Committee's report on the complaint has been received. The Committee find that the provisions of Section 24 (3) (d) of the scheme, under which producers selling milk through the agency of the Board qualify for payment of premiums in respect of the grade or quality of their milk only if it is sold at a price exceeding the price of ordinary milk, are contrary to the interests of producers of Grade A (T.T.) milk within the area of the scheme and are not in the public interest. The position of Grade A (T.T.) milk producers in relation to the Milk Marketing Scheme in England is also at the moment under examination, and there are general questions involved in both countries which will require consideration in the light of the results of these two inquiries. In the circumstances, I propose to defer a decision on the report of the Scottish Committee in the meantime.
