asked the Lord Advocate whether he is prepared to recommend legislation to permit of action for damages in respect of alleged negligence on the part of motor users to be judicially heard in the court possessing jurisdiction over the locus of the accident; and thereby permit of financially embarrassed litigants having their legal rights properly dealt with?
