3. Mr. CREECH JONES

asked the Secretary of State for Dominion Affairs whether he will inquire of the Southern Rhodesian Government whether the proposed Cotton Board is to be constituted on lines similar to the maize board, which differentiated against the natives and in its actual operation restricted the local markets for the natives' produce?

Mr. M, MacDONALD

I am informed by the Government of Southern Rhodesia that the Southern Rhodesia Cotton Research and Industry Board is in no way similar to the Maize Control Board in its constitution or functions. The board's duties will be to foster the cotton industry and assist in the marketing of crops with equal opportunities to European and native producers.

Mr. JONES

Will not the effect of the new proposal be that definite economic restrictions will be imposed on the natives'? Will there not be trading restrictions?

Mr. MacDONALD

One of the duties of the board will be to endeavour to expand the industry.
