asked the Minister of Transport whether, in view of the urgent need that Parliament should deal effectively with the distress in the Special Areas by creating means of employment, and of the report of the Commissioner for Special Areas, he will now take steps to proceed with the building of the Severn Bridge, having regard to the importance of this means of communication in the national interest, and to South Wales and Monmouthshire in particular?
